I'm not aware of Windows being able to block anything.
Possibly some of your security program.
How do you know any files are being blocked?

Also made sure i deactivate my Kaspersky while i was doing the installation, after the installation was complete i re-active my antivirus and double check the "application monitoring" that none of the file or registry related to this particular program were blocked

Sure, Like i said it before the problem i was having was related to the Security Policy denied Access to the registry need by the program to run so i found the solution; if your Security Policy ever get corrupted for whatever reason and you get the error 80070005 Access Denied then you need to follow this very simple steps located HERE , it took me a bit but i did find the solution hope it helps someone in the future.
