Weird lines on Windows Explorer aplications

Recently, while running applications (such as Firefox, Skype, and maybe even Steam), strange black and white lines appear through the application. They usually are diagonal, and sometimes appear to be distorted parts of another frame. I have tried unsuccessfully to get a screen cap of it (when I press Pr Sc, and Ctrl V it into paint, nothing shows up, even if it was there when I pressed Pr Sc...). It appears the most on my toolbar, but can show up behind the icons for some applications, and in front of others. It usually blinks, and will disappear when I click on an affected area.

The reason I believe it's somehow related to the windows explorer, it because earlier today, WE crashed on me, and had to restart. I have also had issues with blue screens, but only rarely (maybe 2-3 times in the past 30 days).

I have a Nvidia GTX 460 (with the latest software as far as I know), and W7 Pro (64 bit I believe). My monitor is an LG 23" LCD.

I had issues with blue screens a while back, so I reinstalled the OS on its half of the partitioned HDD. That seemed to solve the issue for a while, but I think it's popping up again. The first time, the blue screens seemed to be caused by memory issues (according to my friends who looked at the blue screen logs, and said that appeared to be the cause). I'm using 2 sticks of 2 gig DDR3 1333 mhz generic RAM that came with the computer when I bought it from ibuypower.com, and 2 sticks of the same thing, but Patriot brand. I'm really at a loss over how to fix these issues, because Norton didn't find any viruses... Any help/advice would be awesome.

Edit: Ok, so now, whenever I right click anything, windows explorer either crashes, or it crashes right after I click something in the right click menu.
