Start Up File Corrupt In Xp

When trying to start computer this message appears:
Windows cannot locate <windows root>/system32/hal.dll because it is missing or corrupt
After attempting to restart in safe mode, command prompt etc. it asks you to choose the operating system to start up with.
How can you start up the computer if the operating system cannot find a file. It goes in a cirdcle back to the original message. Please help :thumbsup:
