Two Hard Drives

I want to add another hard drive to my computer.Not partition the existing one
They would be designated 0 and 1
When i boot up i want to be able to select which hard drive i want to use.
How do i do it ?
And another question.
Would the hard drive that is not being used be stationary that is the disc not rotating
I am sure somebody knows the answer

If you want to be able to choose between two hd's they both have to have OS's installed.

and yes the one not chosen will still be spinning and using power
