Ie, Password, And Properties Problems

My sister is having a problem with her IE. At first she couldn't access anything that had a password (which is why I am posting instead of her). IE won't connect to the internet and she cannot access properties on anything. She tried to reinstall XP but it wouldn't let her.

She is talking to me on Yahoo, so she can access the internet, but when she tries to check her mail or go to any site that requires a password, she gets a page cannot be displayed.

Any suggestions?

Edit to add: After she tried to reinstall XP, no pages will load regardless of password.
