Javascript Shortcut Problem

When I am browsing the Internet anytime I click on a Javascript shortcut nothing happens.
This is frustrating because I have gone into Tools>Internet Options and have set it up so that javascript is recognized and enabled, yet I still have this probelm.
This began right after I had my computer fixed when a few hundred viruses were found to be infecting it.
I have Norton Antivirus enabled and have not tried disabling it.
Please help!!!!
