Booting Problems

I have got my friends Dell laptop with windows 7 loaded and it wont boot!
It gets to the windows logo and then restarts itself, I've tried loading it into safe mode but this just loads the drivers and then restarts the laptop.
I've also tried the repair utility using a windows disk to no avail.
There are no recovery points on this machine either!

Any ideas on a way to solve this without a fresh install of windows 7?

Isn't there a pfkey on boot, to reset to factory install, maybe pf12 ?

I didnt want to lose any data on the systems ... my friend said that he tried renaming one of the drivers so a ran repair and corrected this using the cmd .. it then let me load safe mode, after an hour or so, so have decided to back up data and fresh install..
