Excel Document only opens with IE when CTRL is held down

I am working for a company doing IT stuff for the summer and one of the employees here is having this problem with her computer. She uses some web based program that exports reports to excel. When she presses the button to export to excel, the file will only open if she is holding the CTRL key down. If she does not then she just never gets the option to download the file or open it in excel.

The computer is a windows 7 computer. In Windows XP this was corrected by deselecting "Confirm open after download" for the .xls file type. Does anyone know what the equivalent would be in windows 7? I've tried adding the site as a trusted site because I assume its a security issue, but that didn't help
