windows root error

My sony desktop gets this message on start up <windowsroot>\system32\hal.dll file damaged or corrupt replace file. So of course my computer wont start. How do i fix this? Also, i know i found this somewhere before, how do i start my sony up in safe mode. f-8 brings up a screen of 3 options to boot from but no safe mode option. HELP thanks
