Acer Aspire One KAV 60 Fan problems (Overheating)

Hi, i wonder if anyone can offer some advice and help me with a problem i am having with my Acer Aspire One KAV 60. The fan never cuts in as the temp rises, it does work as it does the usual quick blast during post. I cant find any settings to alter in BIOS and speed fan doesnt detect a fan present, the utility i found on the internet to adjust the fan (Acer one Temp Mini) doesnt detect the correct CPU temp and no matter what i set the fan on fan off settings the fan wont turn on, please anyone have you any ideas.

Two things it could be.

Dead fan or faulty motherboard. The easiest and less costly approach is to replace the fan.

The thing is the fan powers up during P.O.S.T, it revs to full speed as do most pc's and laptops, then dies back to zero revs. This isnt a fluke , it does this at every hard boot. But not on a restart, so the fan does acually work. Is it possible for a sensor wire to be broken or unplugged? I know these units had an issue with noisy fans, i am wondering if the sensor has been unplugged(if there is such a thing)cant see any seperate wires to fan. PS the speed fan app shows what i assume to be correct CPU temp, it rises to 75oc the case gets very hot, no fan comes on, then i shut down to save it from self destruct.
