Hi there, . . haven't been here for awhile, and I am not that skilled or proficient at providing answers, cuz, although my PC still has needs, it has been getting me by, and I owe my thanks to Bleeping PC, for all the help over the years.

Softonic appears to be a free software download site:
http://en.softonic.com/
http://en.softonic.com/about

Whether or not you "need" it is up you. That being said, I've never downloaded anything from there before. Most of the software I use I get directly from the developer, and just about anything else I get from Cnet (http://download.com).
