What firewall are you using?
Avast uses localhost proxy through which applications connect to the internet after Avast takes a look using the WebShield.
So the firewall needs to be configured to permit Avast out to the internet's port 80, and internet browsers need to connect to that proxy port (12080 on WinXP, perhaps another number for other Windows).

Check your firewall configuration. For the correct operation the Web Shield process (ashWebSv.exe or aswWebSv.exe) needs a permission to access the Internet on TCP port 80 and a permission to act as a server and accept incoming connections from localhost (the local machine) on TCP port 12080.

I can no longer browse the Web after avast! installation

Web Shield provides all Web access for the browser. For it to work correctly you must allow this access in the Personal Firewall configuration.
