Dialup Problems., Help

Hello Guys:

I have done a complete new installation of XP Home (Formatted, etc.) twice. I setup the dialup service & it connects without any problem. I can send & receive emails AOK, but when I try to go to any site on the Internet, nothing happens, it just sits there & you can tell that there is no communication back & forth between the PC's (Icon by clock) & at the end I get the cannot connect to server message. NO software has been added to connect to the internet, I use what comes with windows XP + Outlook Express.

I even tried a USB modem & the same thing happens.
What's even worse, is that if I try my high speed connection (Road Runner) I can connect to anything that I want to.
Also, this is weirder, I can connect to SECURE sites but not regular sites thru dialup. HELP HELP
Windows FIREWALL has been turned OFF also.

Any HELP would be appreciated. This is a Compaq Laptop running XP Home.

Look in the connection tab in Internet Explorer Tools>Internet Options>Connections. It the dialup greyed out?

PROBLEM HAS BEEN SOLVED, THANKS for all that looked @ my CRY for HELP. For some unknown reason the account that was created @ the ISP level was created as filtered account, hence the reason for behaving the way it was.
