External portable hard drive

Question...received a spare hard drive and would like to convert it into an external backup. Can the backup still operate when I re-format the drive which will wipe out the OS? Is the OS necessary to use in order to use the hard drive?

Yes it will work - no you do not need an OS on a secondary drive.
