Install Partitioning

I am installing W7 on a 2TB drive. I delete all partitions (because this is a reinstall due to messed up partitions) then add a system partition and it shows me -- unallocated space = 0 bytes, P1 System Reserved = 100MB, P2 = 78GB, Unallocated Space 1784.9GB.

When I start partitioning there is only ONE unallocated space. The first Unallocated Space appears as soon as I create the first partition.
Regardless of what I create it will appear. WHY & HOW do I create this without that first US?

This has never happened on any other clean install I have done.
