Would using a secure DNS server like Norton, Comodo, or Clear Cloud help a user to safely navigate the web while they were seeking help for recovering from malware known to use such tactics?

I was also wondering what it means when the folder symbol next to a users name is greyed out?
(does it mean I should go to some other forum, instead of this one?)

Just curious.
