Can only run programs though administrator

I have successfully removed Vista virus by a repair from this site . Ever since then I can not run any programs anything unless I right click and choose 'run as administrator'. If I try to click on a program, I get the message that I must choose the program I want to use to open the file . Then it states run or save but won't let me do either

I think there are some system files missing? but am a complete novice!!

Would appreciate some advice
