Toshiba random folders

I have been browsing my computer lately and have run across what appears to be randomly named folders in my main c:/ folder. These folders are named anywhere from 4cac3aae4755a7f04b5aa041ee to fa7423ab621315443063d4 and there are quite a few of them. They seem to be locked and will not allow me to access them unless I am running as an admin. Most all of them contain some sort of system log or system file which makes it hard for me to desire to delete them however they all contain the same set of information and files there on. Each folder has a different creation date some which date back to June and February of 2010. One file stands out and it is locally named HotFixInstaller. Can any of these 20some files be deleted or do I need to keep them as they are cluttering my c:/ drive?
