I can't download files from any web browser

I'm running Vista Home Premium and believe I may be infected.

I can't download any file from either IE 8 or 9 OR Firefox.

You click on the link, the download box opens, the progress bar comes across and closes like normal but no file has downloaded.
Firefox did download a .part file with 0k to the destination requested but I couldn't do anything with it (even delete it) and disappeared after a restart.

Apologies if I've posted in the wrong section but it seemed like a good place to start!
