Forgot PW to "Windows Recovery Environment"

my toshiba t230d laptop has given me a "black screen of death" with moveable cursor. Even with safe mode, I cannot get to my desktop.

So I want to reformat the computer (hopefully my hardrive isnt dead or something), I got into "Windows Recovery Environment" by F8ing, but have forgotten my password. The username, unchangeable, is my real name and is different from my user account login which uses my nickname. I don't remember putting in a password for "Windows Recovery Environment." In any case I have tried inputting as many variations of passwords I have used in this past, all to no avail.

My question is can I reset this Windows Recovery Environment password? If not how to I reformat my laptop without Windows Recovery Environment?

Note: my laptop has no cd drive and I cannot install anything as I cannot get to my desktop, so I'm not sure how useful those recovery programs outhere are. Maybe with a USB stick? i dunno.
