Cle Problem And Rebooting Pc

Does anyone know why I get this error on my PC when it starts up cle.exe is part of ATI drivers but why does it reboot some times too ??

I installed the software for the GPU and Motherboard with anti virus already on would this cause the problem.

Everything I've found on that error states that you have to install .NET Framework 1.1

The last post in this thread specifically talks about the ATI card:

CLI.exe - Application Error
The application failed to initialize properly (0xc0000135). Click on OK to terminate the application.

If you return to the ATI download site you will find that you need to download and install "Microsoft’s .NET Version 1.1 Framework ". I had this same problem and about pulled my hair out until I read the fine print.
