Parental Controls - Word 2010, iTunes not allowed

I am not computer illiterate but am still unable to figure out what is going on! I turned on Parental Controls for one account on our new computer running Windows 7. In this account, iTunes and Word 2010 are not allowed. Even when I go to Windows Life: Family Safety to turn OFF program restrictions the problem persists. In addition, when I try to open iTunes or Word 2010 on this account there is an option to have me approve the programs but even after I do so by typing in my password the programs are not allowed. What gives!

Any suggestions are appreciated. Thank you.
