Simple internet connection problem

Usually I have the option to choose weather I want a public, work or home network. Im under the public network right now and i cant connect to the internet I guess cause im not under the home network. Im also using an ethernet cable for my access. If that matters.

Does anyone know how I can switch connections. I've looked at everything and even the help search really doesnt help. It says I need all the right hardware witch i have.

help would be greatly appreciated.
