Virus blocking Updates and Connect to a network?

Hi there. I have been dealing with my Dell Inspirion 1525 for a while now trying to figure out what is blocking my connection to the internet. Anytime I attempt to open Connect to a Network and updates nothing comes up. When I turn on the wifi switch all of the wireless networks do show strong signals. I tried running a few Spyware programs but they do not seem to be finding a virus. I tried runing the computer in safe mode, safe mode with networking and safe mode with command promp.. None of which will open. I am at wits end with this and could use any possible advice. Thank you in advance for any help :)
