Personalized Settings Not Responding

Half the time when I start my pc, after windows loads, I get a black
page with a box in the upper left saying Personalized Settings Not
Responding. 10 to 30 seconds later, 2 file names pop in the box
(run32.dll and something like misco....) and my desktop loads. It's
been this way from the beginning, about a year and a half. This is an
old Dell that originally had XP, but was upgraded to Vista Ultimate.
A couple times I've had to shut down and reboot to get the desktop to
load. Any ideas or suggestions? JT
