Taskbar not showing in Safe Mode

I was trying to repair something on my main computer, but I have to go into safe mode to do so.

Regardless of what I was trying to do, my question here is why wouldn't my taskbar show up in Safe Mode?? I've tried several times with the same result. It won't even bring up the windows menu when I press the Windows button. Why is that? Also, is there another way to get into the control panel without going through that?

Hit Windows logo+ r and open the cmd. Once open type explore.exe. That should make your taskbar show up. Also you can hit ctrl + esc to open the start menu.

Can you tell us what that might be?

Do the desktop icons appear in safe mode?
Is the task bar present in normal mode?
In the beginning there was the command line.

Is there another user account you can use which may have the taskbar and start menu?
