Virus on Windows 7

I appear to have a virus on my PC running Windows 7. The computer is running very slowly and cannot connect to the internet. I'm running AVG internet security but a scan shows no threats detected. I am able to connect using my laptop and wondered whether there was a way to resolve this by downloading a scanner/removal tool to a memory stick and using it on my PC?
