Virus Won't Let Me Start Anything

Hi.

I have a old Windows Vista PC that recently got infected by a virus (spyware, worm ... i dont know) that will start automatically at pc start up. I cannot open any programs and even task manager, or system info on the control panel. The "cmd" thing cannot also be runned.

The virus is called "Malicious Defender" and it will keep telling me to activate it because my PC got infected by a worm. It tried to "sell" itself, by leaving an Activate Button after it does some fake scanning. I'm not sure if this helps, but I looked through its properties, and found the title was "Bit Defender Core" and copyrighted by "MIT Software". Obviously, anyone can tell its a virus now ...

I do not know how the virus initially started. The PC belonged to my sister, who did not informed me until the evening. She only recalls going to some site looking for pictures, similar to Deviant Art.

I do not where to start, and I'm totally lost. Please help. Thank You.
