I am looking at graphics cards and the one that is catching my eye says that is an overclock edition. what does that mean? does it mean that the graphics card comes overclocked or does it mean that it has the ability to be overclocked? if it does come overclocked how do i undo it?

It means they come factory overclocked. Theres usually no need to "undo it" because they normally come designed to run at that speed with the improved cooling, but if you really need to, usually a utility like rivatuner or the manufacturers included software (like Catalyst control center if its ATI) to downclock the card. If you dont want the overclocked card, then just look for the regular reference cards of that model.
