Hard to power up after power outage

Not sure if I am posting this in the correct place so redirect me if I am wrong. I have a hard time powering up after a power outage. Tried unplugging a/c cord from pc and letting it sit for a while, tried another cord, etc. I have an HP Pavillion Slimeline. Thanks!

Please define "hard to power up". EXACTLY what is happening?

what happens if you take the ram out and reseat it?

Could not get the computer to come on at all. We would remove power cord and plug it in several times. Treid other cord and other outlets. Light is on in the back but now it will not power up at all. This started when we had a power outage with a storm on the 24th. Once we got power back on the 26th it was hard to get comp on and it did it again after power flickered this weekend. Can't get it on at all now. Thinking maybe the power supply? Are they difficult to replace? Thanks in advance for your help!
