Also, what sort of video card do you have? If you know the maker and type of card I would first check their web site to see if there is an updated driver for your card.
If that doesn't solve the problem, or there is no new driver, go into control panel and uninstall the video card. Reboot and let windows reinstall the driver.
Finally if that doesn't help, how long have you had this problem? Did you install any new hardware around that time? If so there might be a conflict there.
