MS Removal Tool Infection

My 64-bit Windows 7 laptop is infected with the MS Removal Tool malware. I am unable to run any programs since this malware prevents me from doing so.

Steps so far:
1) I downloaded RKill to my desktop and tried to run it. The malware prevented it from being executed (a black command line pop-up will appear but gets launched almost a split second after it appears).
2) As instructed, I followed the Prep guide to download and run DDS.scr. When attempting to run DDS.scr, the MS Removal Tool displays a bubble from the system tray stating that "Warning! Application cannot be executed. The file dds.scr is infected. Please activate your antivirus software". DDS.scr is not executed and no log file is produced.

The malware is preventing me from moving forward any attempt for resolution.
