A Dalek in my computer - "Windows XP Recovery" virus

I keep getting the errors caused by the "Windows Recovery Virus" - and when I say all of them, I mean *all* of them. I have have no internet access, I regularly get all of the pop-ups, and I can see no start menu/desktop icons save My Computer and Recycle bin, and all sub-folders are empty. I've tried the instructions outlined in -
http://www.bleepingcomputer.com/virus-removal/remove-windows-xp-recovery, but I've been having trouble with all versions of Rkill. The program will open and run, but then I'll get the error "access denied." Now it won't open at all. I've also been having issues with running Malwarebytes Anti-Malware.

Any advice?
