tdsskiller won't open while attempting to follow 'Remove Windows XP Recovery' Tutorial

I'm running windows xp on an emachines laptop and it seems that I have the windows xp recovery virus. I'm trying to follow the bleeping computer tutorial on removing it, however, when I get to step five and download tdsskiller.exe to the desktop of my infected computer, it will not open, even after I change the file name to something with the .com extension.

Any help on this will be appreciated. Thanks.
