Network Problem

I just began experiencing this problem with svchost network service.

Dell Dimension 4400 XP / SP3 Using IE8 - One session open.

Both XP & IE8 are current with updates. Have not downloaded / installed new APPS in over a week.

Internet response slows to a crawl. Task MGR shows a second 'svchost network service' running at 99%.

Ending that process, things return to normal, but sometimes that process starts up again.

I ended the process about 1 hr ago, and it did not return this time. What causes this and what if anything do I do to stop it ?

My error, I just found that link in the Delete section...I guess that it was updated/replaced by the one Animal posted...the dates are in line :).
