Windows XP - infected with worm blaster, can't get to program files

I have the worm blaster virus on my Windows XP IBM laptop. I was able to get to Task Manager after about 100 tries, and then I stopped the process and ran Malwarebytes. It found 6 threats, and deleted them from my computer. Next thing you know, my computer reboots and now I am getting a wierd message with a pop-up that says "PC Performance and Stability Screen."

1) I can't get to any program files (when I go to start--> Programs it says "empty")
2) I can get to task manager
3) I can't run malwarebyte because I can't get to it
4) I can't get into safe mode

Please help... I don't know what to do. Even if I download an .exe file to a flash drive, put it in my PC and then try to run it, I won't be able to get to it.

Have I lost everything? Am I hosed?
