Problem opening external links

My first post so bear with me. I had a problem with PC Security Guardian which, after following your procedure, I successfully deleted it but I couldn't download the hosts-perm.bat or the zip file at the end, it just flashes on then goes off. The inability to open links has happened quite a lot in the past but I have just put up with it. Anyone any ideas how to cure this and also because I haven't downloaded the hosts-perm.bat link will I get hassled by PC Security Guardian again? I now have Virgin Security installed.
