Hi, I am going to tell my friend how to use a proxy to get around the Iranian government block on youtube. What sort of trouble could he get into if cuaght? And what sort of trouble could I get into?

No one is really going to know how to comment on this topic because laws vary so much by country and area...

If you're in a country where it isn't blocked, chances are you're safe to "share" ways to bypass, but still - no one really knows.

As far as he's concerned: I don't see why a country has a widespread block on YouTube, and why they would care if a person did bypass it just for normal things. Of course if he started posting things about the country - good or bad and not necessarily "top secret" (politics, freedom of speech, etc.) - he could get into trouble I suppose.

But like I said, it's really just a guess...
