Windows updates fail with Error Code: 0x80070645

When I try to install windows updates, I always get this error message...Error Code: 0x80070645. I went to Microsoft and viewed history and it is the following that can't be installed...
Microsoft .NET Framework 3.5 Service Pack 1 and .NET Framework 3.5 Family Update for .NET versions 2.0 through 3.5 (KB951847) x86
Add & Remove shows I have Microsoft Net Framework 3.5 SP1, Framework 4 Client Profile & Framework 4 Extended.
I would very much appreciate any help. I have spent all morning at the Microsoft Support site and am very confused.

Using Add/Remove Programs...uninstall 3.5, SP1...after uninstalling Framework 4. I suspect that one or both are damaged.

Then...reinstall 3.5, SP1 from http://www.microsoft.com/downloads/en/details.aspx?FamilyID=ab99342f-5d1a-413d-8319-81da479ab0d7

Hi Louis, I was able to remove Framework 4, but when i click on add/remove for 3.5, SP1 it starts to install and then fails with the following error message in a text file.

For updates giving the error code, I had to do the following:

Re-register the Windows Update DLL with the commands below

Click Start, click Run, type cmd, and then click OK.
Copy and paste each of the following commands. Press ENTER after each command.

regsvr32 wuapi.dll
regsvr32 wuaueng.dll
regsvr32 wuaueng1.dll
regsvr32 wucltui.dll
regsvr32 wups.dll
regsvr32 wups2.dll
regsvr32 wuweb.dll

Then run the update again . .

For the .net Framework, search the Microsoft site for .net framwork removal tool, after running the tool, reinstall the required .net framework

I did not suggest uninstalling any critical updates.

I suggested uninstalling the core programs as they are listed in Add/Remove Programs...the updates will take care of themselves and do not need any attention.

When I download the cleanup tool and try to extract, i get the following message "the file you are trying to open is not a valid or unsupported archive" ?
