Slow Internet - Works Great in Safe Mode

The title says it all. My connectivity is fine but the internet, mainly streaming audio/video is really slow. Ive posted before but havent received any advice. Everything is perfect in safe mode. How might I diagnose the problem?

Typically...if the problem doesn't occur in safe mode, but does in normal...I would conclude that something that loads in normal mode is interfering with the connection.

That could be add-ons you have installed in your browser...malware...or such. I would start with disabling all browser add-ons that are not essential.

Could it be a startup program that is continuously downloading or for some reason pinging the internet? If you're on a slow connection, it could make a big difference.

I have all add-ons disabled and the problem occurs in Firefox and IE. Im still unable to find any help. Today when trying to login to google I noticed a strange url in the status bar of Firefox. It was 6490846.net. Im sure its a hijack of some kind.

Isnt there some kind of scan I do to let me know whats going on. While tying to browse the web, I noticed that my network utilization within the task manager intermittently drops to 0%.
