Desktop Background Won't Change

So I just finished beating up some Malware, shutdown the computer so that Windows could push through some updates. Woke up this morning and Update was stuck so i shut down and restarted and let the update finish. Now my desktop background is black and i cannot change it.

I can select a photo and it seems like it worked but the background does not change. In addition, when I open any folder in thumbnail view the thumbnails are not viewable until i cycle through the views menu.

I have went into regedit and navigated to HKEY_CURRENT_USER\...\currentversion\policies\system and there are no entries mentioning background. Only default and disableregistrytools for which the value is set to (0)

I do not know why this is happening and have tried a few things to fix it, but nothing has worked. Thank you in advance!
