Dell Octiplex Not Starting

We're trying to do a new installation of WinXP Pro. Previously, the HD was wiped clean, and we were able to boot from the CD. That was a month ago. Now, after POST and the Dell splash screen, nothing else happens. It won't even go into setup, and doesn't appear to try accessing the FD, CD, or HD.

Any ideas?

I had a GX1 forget the drives (floppy, hard drives, and cd). It was a bad motherboard battery.
$4 at the department or grocery store. $6 at Radio ShackŪ. While you are in there, if you have not cleaned out you case in a while (or ever) this is a good time. Pick up a can of compressed air while your out.
