Ok, here's the deal. I bought a used Dell Dimension 3100 with Windows XP sp3. What I didn't realize is that it's all in spanish. How do I change the language to english. I've tried using the regional and language options in control panel but still not getting anywhere. I'm ready to shoot the computer!

With Windows XP, you can't.
You have to buy English Windows version.

bought it used. the sticker for xp that should be on the computer is missing and no disks or docs

No tags on the computer. also no recovery parition. may have been wiped before.

You can't change OS language in Windows XP. Period.
