Deleting a User Account

Hi, I am trying to assist some one on another forum who is having issues in removing an unwanted user account, the account is showing in the user accounts panel but will not delete, it only hangs,it does not show up in safemode either, I have advised as how to do it via the Computer management but his does not show the 'Local Users and Groups', is there a way i can get the management to show the users group. OK Figured out that the Local Users and Groups option is not included in the *Home Edition of XP onlt available in *Pro and on-wards, though I have managed to find a fix .....

1. Go to Start
2. Run
3. Type "control userpasswords2" (without the quotes)
4. Then in the User Account screen, select the user you want to delete
5. Click "Remove"
6. When it asks you "Are you sure?" click Yes.
