Windows 98SE; Task Manager will not open

I have a Windows 98SE computer ( properly Protected)

For some reason I am unable to open Task Manager

I do press ( as normal) CTRL and ALT then Delete

but nothing happens
Can anyone offer any guidance as to what may be wrong ( or what I am not doing correctly?) Thanks

Click start - run & type in taskman.exe
See if it works then.
In the beginning there was the command line.
