"Windows Fix Disk" and Windows won't start

My computer has "windows fix disk" and windows won't start. Please help!

I'm running on Vista.
The program wasn't letting me do anything. When I pressed ctrl+alt+delete, task manager no longer appeared as an option.
So I decided to restart in safe mode.
Windows won't start.

I'm really freaking out. Please help!

PLEASE. I need help! I'm going crazy! My family pictures are on there and most of them aren't backed up! I know it was dumb to not back them up, but you just feel like nothing is ever gonna happen until it happens to you. I fix other people's computers all the time, I remove all kinds of malware, but never anything like this! please help I'm begging.
