Cannot download on IExplorer or Firefox

Hey guys,

I was recently infected with a virus that I had removed by Malware-bytes. Since then, my computer occassionally freezes, and when it does, I am unable to open anything..(Control alt delete wont even open task manager). Often times, when I open up firefox or iexplorer, a random pop-up will show up or my website will be redirected to some crap web site.

I've been trying to download a new virus scan to try and fix the problem, but for some reason I get the error "Your current
> security settings do not allow this file to be downloaded." I have reset my internet settings, I have made sure I am the administrator, set my internet options to the custom level so I am able to download..but still nothing. How can I fix this? I have the same problem even in safe mode.
