Windows 7 Sound issue

I have a windows 7 machine that has an unusual issue. For example, playing a song in iTunes and then opening a web browser (doesn't matter which one) the sound slows down by about 20% for 2 seconds. I've tried updating windows and the motherboard drivers and sound drivers to no avail. Short of doing a complete reload has anyone experienced this issue before and have a fix?

It is an hp Pavilion a6000n that came with vista initially. It was upgraded to 7 home premium 32-bit.

Are you experiencing this only with iTunes? Does it same with Windows Media Player?

Calikinakka, does your windows 7 have the most updated sound driver installed into it? If yes, what's the name of it?

Everything is up to date. After more testing we found that it was everything slowing down, sound was just the most notable. I tried a different processor and known good ram, but the issue still persisted. Again, this was from a vista to 7 upgrade, so the thinking is that the cause was from that. A fresh install is scheduled after backing up data.
