Can't get PC to Boot

I was burning a disc using nero 9 and it was not progressing. After almost an hour it ws stuck at 26%. I could not get it to stop so then I Ctrl Alt Del and then forced a shut down. Windows 7 then said it was updating and then said do not turn off power or unplug. Then it said it was shutting down, after about 5 min. I pulled the plug.
I now get what I hear is the dreaded blue screen with the code 0x0000007B(0xBA4c3528,0x0000034,0x000000000,0x00000000)and will not start in any of the safe modes. That's what I get for having no patients. What do I do if I can't even get the PC to start. Anyone have any ideas?

Can you get into Safe Mode via pressing F8 just after the POST Screen?

Also what OS?
