LoadLibrary failed?

This is an error I have been receiving for some time now and I have never seen it before.

"LoadLibrary failed with error 998: Invalid access to memory location"

I m not sure if this should be in this area, or in the hardware section, but I figured I would start here as I have one other issue. When opening anything in Windows Picture Viewer, it tells me I have insufficient memory. I have a 6 month old HP with 4gb RAM, so not possible. I have run memory checks, cleaned HDD, defragged, checked malware/spyware/viruses.

One last bit, the LoadLibrary error only happens when I try to start up a CAD program. I know it's not the CAD software, I have reinstalled twice, and there are 3 separate CAD programs from 3 different companies. It just seems like a certain resource these programs use it the issue.
